Seismic risk in Romania: check a block by address.

The year built, floors, seismic zone and official-list class of any block, from its address. Only an assessment sets the class; where we find the block on no list, we say so.

Free, no account. Pick the address from the list to see what we know about the building.

What RsI, RsII, RsIII and RsIV mean. The classes in the law, set only by a technical assessment.

  1. RsI may collapse

The building may collapse, fully or partly, in the design earthquake.

The local council puts warning signs at every entrance of the block (the “red dot”, bulina roșie) within 60 days of the assessment. It can join the national strengthening programme.

  2. RsII major damage

The building may suffer major damage that endangers its occupants, though collapse is unlikely.

It can join the national strengthening programme, like RsI. After the works it must reach RsIV.

  3. RsIII moderate damage

The building may suffer moderate damage that can endanger its occupants.

A strengthened RsI block must reach at least this class.

  4. RsIV like a new building

The building behaves in an earthquake like one designed to today’s codes.

The class an RsII block must reach after strengthening.

Older lists also use the urgency categories U1–U3 from earlier assessments: they said how urgent strengthening was and are not risk classes. Only a certified technical expert sets the class, following the P100-3 code.

Which buildings are more exposed. The year built shows which code the building was designed to.

  1. Before 1963 no binding code

The rules after the 1940 earthquake were recommendations, not obligations. Interwar blocks belong here.

On record: 301,972 buildings, 1,481 blocks of them

  2. 1963–1977 P13-63, P13-70

The first binding codes, with lower design seismic forces than today. The earthquake of 4 March 1977 showed their limits.

On record: 231,024 buildings, 1,115 blocks of them

  3. 1978–1991 P100-78, P100-81, P100-91

Codes written after the 1977 earthquake, on the ground motion recorded in Bucharest that day.

On record: 120,432 buildings, 1,138 blocks of them

  4. Since 1992 P100-92, P100-1/2006, P100-1/2013

Today’s codes. Each town’s design ground acceleration comes from P100-1/2013.

On record: 513,557 buildings, 17,378 blocks of them

Of the 1,166,985 buildings whose year built is on record (9% of all), 532,996 were built before 1978. Of them, 2,596 blocks with 4 floors or more.

Registers hold the year mostly for newer buildings: 27% of those on record were built in 2011 or later. The figures describe the buildings with the year on record, not the whole building stock.

The official lists, by city. The law requires every city hall to publish its assessed buildings; few do.

Law 212/2022, art. 9: the mayor draws up the lists of assessed buildings and publishes them on the city hall’s website. If your city is missing here, ask the city hall for its list.

Before, during and after an earthquake. In short, from the civil protection inspectorate’s (IGSU) advice.

Before

  • Check the block: the year built above, the class on the city hall’s list.
  • Fix tall furniture to the wall and keep heavy things off high shelves.
  • Pack an emergency bag: water, food, a torch, a first-aid kit, copies of your papers.
  • Never cut walls or columns: work on the structure needs an assessment and a permit.
  • The official guide (in Romanian): fiipregatit.ro.

During

  • Stay inside. Take cover under a sturdy table and protect your head.
  • Keep away from windows, mirrors and light fittings.
  • Do not use the lift and do not go out on the balcony.

After

  • Leave calmly, by the stairs, with shoes on. Check whether anyone is hurt.
  • Turn off the gas if you smell it and light no flame.
  • Call 112 for emergencies only and follow IGSU’s announcements.
  • New cracks in the structure are for a certified technical expert to judge: tell the owners’ association and the city hall.

Seismic risk questions. Short answers, with the law beside them.

How do I find out whether my block has the red dot?

Look the address up on the city hall’s list; in Bucharest, on the AMCCRS list. Blocks of flats in class RsI get warning signs at their entrances within 60 days of the assessment (Law 212/2022, art. 9). Only assessed buildings are on the lists.

What do RsI, RsII, RsIII and RsIV mean?

They are the seismic risk classes of Law 212/2022. RsI: the building may collapse, fully or partly, in the design earthquake. RsII: major damage, collapse unlikely. RsIII: moderate damage. RsIV: behaves like a building designed to today’s codes.

Are all blocks built before 1977 dangerous?

No. The year shows which code the block was designed to: before 1978 an older one, before 1963 no binding code at all. Only a technical assessment tells its real condition, and some old blocks have been strengthened.

How do I check a block before buying a flat?

Search the address above: year built, floors, seismic zone, cadastral number and the official-list class, where the block is found on one. Check the city hall’s list too, ask the owners’ association whether it was assessed or strengthened, and get the land book extract: the law requires the risk class to be noted there (Law 212/2022, art. 3).

Where is the list of seismic risk buildings in my city?

The city hall must publish it on its website (Law 212/2022, art. 9). The lists we found are above: Bucharest, Craiova, Constanța, Galați, Brașov, Bacău and Reșița. If your city is missing, ask the city hall.

What does the seismic zone on the building record mean?

It is the ground acceleration buildings in the town are designed for, from the P100-1/2013 code, between 0.10 g and 0.40 g. It is not a risk class: it says how strong the design earthquake is there, not how the building behaves.
